This forum might be a bit quiet at the moment, so it's good to see a new face around here.
And you do indeed create the only 10 weapons you'll ever use, but the system is flexible enough to work around this:
1. You could see the 10 weapons as "tiers" that might have more than one weapon. For example, if your 4th weapon uses 2 abilitiy points, you might see this as "All tier 4 weapons of this character are build with 2 points", allowing a broarder selection.
2. You might allow players to pick from several different weapon sets like in the older games. To balance this out, you can have your players choose a default physical and magical power distribution (2/4, 3/3, 4/3) and have the different weapon sets affect this distribution (-1/+1, +0/+0 or +1/-1), so a black mage won't suddenly turn into a physical combat beast with a greataxe.
3. The same as 2., but with the player having the modifiers, not the weapon sets. Seems to make more sense now that I think about it.
